At the same time, the inconsistency of appeals and the specified electronic forms is observed. This was stated by the Vyshgorodsky District Court, which explained some  nuances of filing electronic requests to the court.

It should be noted that the procedure for "electronic forms of citizens 'appeals" is regulated by the Law of Ukraine "On Citizens' Appeal" and can only be made in the form of proposals (remarks), applications (petitions) and complaints.

According to the first form - the proposal (the remark) - citizens appeal with advice, recommendations on the activities of state authorities and local self-government bodies, deputies, officials. The proposal may also express opinions on the settlement of social relations and living conditions of citizens, improvement of the legal basis of state and public life, socio-cultural and other spheres of state and society activity.

Statement (petition) is an appeal of citizens to promote the realization of their rights and interests, enshrined in the Constitution and legislation; reports of violations of the current legislation or shortcomings in the activities of enterprises, institutions, organizations irrespective of the forms of ownership, people's deputies of Ukraine, deputies of local councils, officials, as well as opinions on the improvement of their activities. In its turn, a petition is a written application in which the applicant asks for recognition of the person's corresponding status, rights or freedoms, etc.

In order to request the renewal of rights and protection of the legitimate interests of citizens violated by actions (inaction), decisions of state bodies, bodies of local self-government, enterprises, institutions, organizations, associations of citizens, officials - a complaint is sent to the court.

Finally, the request for public information may only include a request to the information administrator to provide public information.

Such public information is the information recorded and documented on any media or devices, which was received or created during the execution by the subjects of the authorities of their duties, or which is in the possession of the subjects of authority, and other administrators of public information.

 The procedure for obtaining public information is regulated by the Law of Ukraine "On Access to Public Information".
