According to her, all citizens have the right to apply freely to both the state and private notaries for registration of the inheritance and the conclusion of donation contracts.

It should be noted that the contradictory procedure for the performance of notarial acts by notaries of Ukraine and the government decree of 2013 on conducting an assessment for tax purposes, which raised doubts in society, concerned the reform of the sphere of valuation activity. According to the documents, the appraisers who carry out valuation of property at donation and inheritance should have disappeared. However, this ruling lapsed in August 2014. That is, the current legislation does not make it obligatory to conduct an independent valuation of property in the case of inheritance or gift.

In addition, the Ministry of Justice explained that the right to issue contracts of donation and registration of the inheritance ші established by the Civil Code of Ukraine, which was not ammended, therefore problems during their conclusion and registration should not arise today at the citizens.

We remind you that when the contracts of donation and registration of the inheritance are made by the heirs of the first and second degree of kinship (parents, husband or wife, children, including adopted), the value of the property is taxed at zero rates, so the documents on the estimated value of the property are not needed.
