For insulation of dwelling houses, permits are no longer required

The Cabinet of Ministers approved an updated list of construction works that do not require documents for their execution, and after which the object is not subject to acceptance into operation. The relevant draft resolution was developed by the Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine and adopted at a Government meeting on December 18.

From now on, permitting documents are unnecessary for the construction of integrated thermal insulation of already commissioned residential buildings (including walls, roofs, attics, technical floors, basement or basement). This applies to individual residential buildings that belong to objects with minor (СС1) consequences, and multi-apartment housing up to 100 m - objects with average (CC2) consequences.

As Deputy Minister of Regional Development, Construction and Housing and Communal Services of Ukraine Lev Partskhaladze reported on his Facebook page, this should reduce the time for the specified kind of works:

"Previously, to carry out insulation of a dwelling house, it was necessary to obtain a mandatory permit of SACI. This could delay the carrying out of such works for several months. Therefore, by updating the list of simple construction works that can be performed without permission and which do not require commissioning, we included in it the work on thermal insulation of private and multi-apartment buildings ".

We remind that on July 23, 2018, the Law of Ukraine "On Energy Efficiency of Buildings" entered into force and the activity of the Energy Efficiency Fund started, which envisages an increase in the volume of construction work on thermo-modernization.

In addition, on December 1, updated state building codes (DBN) for the facade insulation (DBN V.2.6-33: 2018 "Construction of exterior walls with facade insulation, Requirements for design") came into force, which, in particular, envisage the introduction of European requirements for energy modernization of facades. Conducting such events will allow Ukrainians to save up to 15% of their annual heat, and for the whole country, this savings can amount to about 3 billion USD, subject to thermo-modernization of 3% of all buildings each year.
