Thus, a request for information is a person's request to the information manager to provide public information in his sphere of activity (Article 19 of the Law of Ukraine "On access to public information").
Appeal of citizens - are written or oral proposals (remarks), statements (petitions) and complaints (Article 3 of the Law of Ukraine "On Citizens' Appeal").
Therefore, these two concepts differ, in the first place, by their meaning: the request - is a request to provide information, an appeal - is a request to make certain actions set out in proposals, statements or complaints.
It should also be borne in mind that the request for information is submitted in order to implement the constitutional right to receive information provided for in Art. 34 of the Constitution of Ukraine and regulated by the Law of Ukraine "On Access to Public Information".
At the same time, the appeal is submitted in order to implement a number of constitutional rights, in particular, for the right to apply to the bodies of state power and local self-government, the right to participate in the management of state affairs, the realization of their socio-economic, political and personal rights and legitimate interests, and a complaint about their violation.
Finally, another significant difference is the timeframe to provide an answer. For queries it is 5 business days, for hits - 30 calendar days. Thus, understanding the differences between the two documents and correctly applying each of them in appropriate cases, you thus increase your chances of receiving an answer or taking appropriate action within the foreseen timeframe.
