From now on, if more than 500 proposals and amendments are submitted to the bill, which is preparing for the second reading, the document can be considered under a special procedure.

As it is stated in the document, a special procedure applies to a proposal signed by at least one-third of the people's deputies of the constitutional composition of the Council.

In case the Council adopts a decision to apply a special procedure within two days from the date of such a decision, each deputy faction (deputy group) has the right to determine no more than 5 proposals, amendments not taken into account by the main committee on which it insists and to send to the address of the profile committee letter indicating the numbers and initiators of such proposals, amendments in the comparative table of the bill.

In addition, it is stipulated that each non-fractional People's Deputy, whose proposals are not taken into account by the main committee, has the right to determine no more than one of their unaccounted proposals, the amendment on which he insists and to send to the address of the main committee a letter indicating its number in the comparative table bill.

It is envisaged that the main committee summarizes the proposals, amendments within two days, and then prepares a clarified comparative table for consideration of the bill in the second reading, which also includes all the amendments considered by the main committee.

At the plenary session, the consideration of the bill in the second reading in a special procedure involves the speech of the chairman of the committee or the representative of the main committee, which lasts up to 2 minutes.

Then there is a discussion of the proposals, the amendments included in the clarified comparative table of the bill, with the possible next vote on taking into account the rejected or on confirmation of the proposals taken into account by the main committee, which provides for the right to speak:

• initiator of rejected proposal, amendments - up to 2 minutes;
• the People's Deputy, who demands to vote (for its confirmation) the proposal, the amendment, taken into account by the main committee, - up to 1 minute;
• the chairman or the representative of the main committee to justify the decision of the committee on each discussed proposal, amendments - up to 1 minute.

And after that, the decision is made based on the results of consideration of the bill in the second reading.
