The resolution defined the legal grounds for launching the Register of Construction Activities, which is the main component of the Unified State Electronic System in the field of construction. This system as part of the urban cadastre should unite all participants in the construction process and ensure its transparency at all stages: from obtaining urban planning conditions and restrictions to the commissioning of the construction object.
Note that the relevant construction reform provides:
- Launch of a new Register of construction activities instead of the register of permits of DABI in July 2020. The new registry will be more secure from unauthorized access and will have a distributed storage model focused on construction sites.
- Introduction of town-planning conditions and restrictions and construction passports into the electronic system from July 2020 in a pilot mode. From September, the maintenance of town-planning conditions and restrictions and construction passports exclusively with the use of the register will become mandatory for all subjects of the System, the number of which is about 62,500.
- Access to all administrative services for CC1 consequence class facilities on the "Action" portal from September 2020. The second phase of the implementation of the ESDSB will provide access to online administrative services for CC2 and CC3 facilities.
- Creating reports on the examination of project documentation.
- Maintenance by the Ministry of Regional Development of registers of certified persons, expert organizations, licensees, self-regulatory organizations.
- Connection to the electronic system of construction participants from the moment of submitting the application to the Ministry of Regional Development for the period of the experiment.
For reference: the draft resolution was developed by the Ministry of Digital Transformation together with the Ministry of Community and Territorial Development of Ukraine and the Verkhovna Rada Committee on Construction.
We will recall that the creation of the Unified State Electronic System in the field of construction as part of the urban cadastre is provided by Law № 199-IX "On Amendments to Certain Legislative Acts to Improve Administrative Services in the Field of Construction and the Unified State Electronic System in the Field of Construction".
