Permit to develop a land management project may be abolished

The Ministry of Agrarian Policy, the State Committee for Civil Defense, together with the Ministry of Economic Development and the other interested bodies, should make proposals for shortening the terms and procedures for land registration. It is about the possibility of its free-of-charge privatization, transfer for use or sale from the lands of state or communal property.

Now the process of land registration takes from 9 months to 2 years, and 54 documents should be collected for the procedure.

To reduce the current procedure it is planned:

- to establish an exhaustive list of documents, to provide an opportunity of online appeal;

- to cancel 51 paper documents, introducing electronic services;

- to provide the local authorities with the possibility to carry out state registration of land plots;

- to abolish the necessity of obtaining a permit for the development of a land management project for land allocation and to introduce voluntary preliminary approval of its location;

- to improve the procedure of normative monetary valuation of land;

- to  limit clearly the timing of preparation and conduct of procedures and other important changes.

According to the mandate of the Ministry of Regional Development, it is planned to thoroughly analyze the existing situation and experience of other countries and to develop a number of changes to optimize the service, reduce the bureaucratic and corruption component. According to expert estimates, after this service can be reduced by a total of 10 times.
