From now on, persons who intend to work as state registrars in the executive bodies of village, town and city councils, district and district administrations in the cities of Kyiv and Sevastopol (except for the transfer to the corresponding positions of persons who, at the time of the transfer, performed the functions of the state registrar), as well under labor agreements with accredited subjects of state registration, are required to pass a test for the determination of professional competence.
This is stipulated by the decree of the Cabinet of Ministers of February 6, No. 78 on the dissemination of an experimental project on the organization of the determination of the professional competence of persons intending to perform the functions of the state registrar of rights to real estate and / or the state registrar of legal entities, natural persons-entrepreneurs and public formations, which came into force on February 14th.
It should be noted that this pilot project provides for monthly automated anonymous testing of 100 individually generated test tasks. A sample and examples of test tasks will be posted on the website of the Ministry of Justice. Such testing will last 2 hours, after which the system will automatically evaluate the results.
In the case of at least 75% of the correct answers, individuals will receive a certificate of confirmation of professional competence in the relevant area of state registration, a sample and description of which is approved by the Ministry of Justice. Otherwise, the applicants may undergo repeated litigation by applying to the Ministry of Justice.
