For this aim, they plan to add to the Code of Administrative Offenses an Art. 44-3 "Violation of the rules on quarantine of people", according to which the violation of the rules on quarantine of sanitary-hygienic, sanitary-anti-epidemic rules and norms stipulated by the Law of Ukraine "On protection of the population against infectious diseases", other acts of legislation, as well as decisions of bodies of local self-government in the field of infectious diseases, entails the imposition of a fine on citizens from one to two thousand tax-free minimum incomes of citizens, on officials - in the amount of two to ten thousand tax-free minimum incomes of citizens.
In particular, administrative liability may be imposed for the unauthorized departure of a quarantine by a person who may be infected with COVID-19 coronavirus disease.
The Deputy Minister of Internal Affairs also added that it was proposed to increase criminal liability for violations of sanitary rules and norms for the prevention of infectious diseases and to state Art. 325 of the Criminal Code in the following wording:
"Violations of the rules and regulations established to prevent and combat epidemic and other infectious diseases (mass poisoning) and their control, if such actions have caused, or knowingly caused, the spread of these diseases, shall be punishable by a fine of one thousand to one thousand. citizens' income (previously up to 100 nmdg) or arrest for up to six months, or restriction of liberty for up to three years, or imprisonment for up to three years.
The repeated acts, that caused death or other grave consequences, shall be punishable by imprisonment for a term of five to eight years".
Earlier it was noted that law enforcement officers will raid and verify compliance with government requirements during the quarantine period. Educational institutions (public and private) as well as business entities (shopping malls, cinemas, night clubs, etc.) will be the target of such raids.
Thus, the police together with the authorities will respond to violations of the restrictive measures imposed by shopping and entertainment centers, cinemas. These may include withdrawal of permits of such institutions, administrative and even criminal liability.
We remind, the government announced the introduction of quarantine in order to prevent the spread of COVID-19 coronavirus infection in the territory of Ukraine. For several weeks, from March 12 to April 3, mass events of more than 200 people were banned in Ukraine, except for measures necessary to ensure the operation of the state apparatus. In addition, all schools are closed for this period.
