Here are the important changes and events that await Ukrainians in August 2019.

Jurisdiction of the Supreme Anti-Corruption Court: details of the new bill

The Verkhovna Rada of Ukraine registered the Draft Law No. 10246 of 08.07.2019 "On Amendments to the Law of Ukraine" On the Highest Anti-Corruption Court "(regarding the commencement of the trial)."

The minimum fee for notarial acts is canceled

On June 24, 2019, the Ministry of Justice updated the Procedure for making notarial acts by notaries of Ukraine by adopting the relevant order No. 1923/5.

New working regime in Ukraine: what does the bill prescribe?

On June 25, 2019, the Ministry of social policy presented a draft law "On amendments to the Labor Code of Ukraine (concerning flexible forms of labor organization)".

The document, in particular, is about the possibility of establishing a flexible working time regime and concluding an employment contract under the conditions of distance (home) work.

What is changing in July

Since the beginning of July, there have been some changes in Ukraine, which we mention below.

Firstly, since July 1, subsistence minimum has increased:

  • the general indicator is UAH 1936;
  • children under 6 years old - UAH 1699;
  • children aged 6 to 18 years old - UAH 2118;
  • able-bodied persons - 2007 UAH;
  • persons who have lost their ability to work - UAH 1564

As for social payments, they became as follows:

"Maternity" - at least 501,75 hryvnias;

The benefit to low-income families is defined as the difference between the living wage for the family and its average monthly income (but not more than 75% of the subsistence minimum):

- for able-bodied - UAH 421.47  (earlier 403.41);
- for the disabled and the disabled - 1564 (previously 1497);
- for children under 6 years old - 1444.15 (previously 1382.1);
- for children 6-18 - 1800,3 (before 1722,95);
- for children 18-23 (subject to training) - 1705.95 (earlier 1632.85).

Assistance to persons who do not have the right to a pension - who turned 63, but did not have enough seniority to retire - 1564 hryvnia (still - 1497). The same help will be given to disabled persons of I, II and III, as well as to their mother-in-law.

The size of alimony has increased

Under the law, the minimum amount of child support per child can not be less than 50% of the subsistence minimum for a child of the appropriate age. In this regard, the amount of maintenance from July 1, 2019 is:

for children under 6 years old not less than 849.50 UAH (1699 UAH x 50%);
for children aged 6 to 18 years, not less than 1059.00 UAH (2118 UAH x 50%).

The minimum pension has increased

From July 1, the minimum pension will be UAH 1564, which is UAH 67 more than the previous minimum pension.

The next time the living wage will be credited in December this year, hence pensions and social payments will also increase.

The launch of the electricity market

Starting from July 1, the launch of the electricity market starts in Ukraine, which is a practical application of the Law of Ukraine No. 4493 "On the Electricity Market", adopted in 2017. It should be noted that it is a step towards the implementation by Ukraine of its obligations under the Treaty on the Establishment of the Energy Community (DC) and the Protocol on Ukraine's Accession to it of September 24, 2010 (Protocol).

The main innovations - the state will cease to be the sole buyer and seller of electricity. Trade it will start as any other commodity. Electricity prices will be independent of the "top distribution". Although not immediately. And so, cheap electricity will not be. But after the electricity market is working, Ukrainians will have a chance to make money on it.

The cost of obtaining passports has increased

Starting from July 1, 2019, new amounts of administrative services in the field of migration are in force.

In particular, the cost of processing documents with contactless electronic media will increase by no more than 30%. According to the State Migration Service, the total cost of passports from July 1 is as follows:

  • registration of ID-card in 10 days - 471 UAH;
  • registration of ID-card in 20 days - 345 UAH;
  • registration of a foreign biometric passport in 10 days - 1034 UAH;
  • Registration of a foreign biometric passport for 20 days - 682 UAH.

A new portion of the building norms (concerning car fleet) began to operate

Since the beginning of July, new state building norms have been in place for the design of parking lots and garages. So, from now on, parking lots that are being built or reconstructed must necessarily be equipped with charging for electric cars - at least 5% of car seats.

In new changes in building codes for the design of parking lots and garages it is allowed to place car parking on the exploited roofs of public buildings and structures, for example, trade and shopping and entertainment centers, administrative and other structures.

Another initiative is the construction of automated parking lots. According to new changes, the composition and area of ​​premises, bearing structures, the number of tiers in automated garages is determined in accordance with the design task and depends on the features and technical capabilities of using such mechanisms. In this case, the control of the device for moving the car and monitoring its work is assumed from the premises of the dispatching center, which is located on the landing floor.

Such parking can also be added to the houses, provided that they are separated by a fireproof wall of type 1, and the maximum volume of the fire compartment should be no more than 200 cars.

Finally, an experimental procedure for the assignment of addresses to construction objects and real estate objects will begin shortly (it will operate by the end of 2020). This procedure provides for the possibility of assigning an address free of charge at the request of the developer:

  • at the time of obtaining a building passport for the development of a land plot or urban planning conditions and constraints on the development of a land plot;
  • after receipt of the document granting the right to perform construction work;
  • after acceptance of the object in operation.

Fines for an unlocked seat belts may be increased up to 10 times

Ukraine has launched an information campaign "Belt or Autopsy," which calls for Ukrainian use of seat belts in cars. The authors of the advertisement offer shocking comparisons, showing the consequences of a car accident for a person who does not hang on a seat belt and offers a choice: a bruise of a belt whether the trace of a pathologist's knife.
